June 2021 Agenda Annual Parish Meeting

Notice of the Annual Parish Meeting, to be followed by an ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council

Dear Sir/Madam,

Due to COVID restriction the Annual Parish Meeting will not be in the usual format, so there will be no guest speakers.  Masks to be worn when moving around the hall.

I hereby give you notice that the Annual Parish Meeting for Cranwell, Brauncewell and Byard's Leap will be held on Monday 14 June 2021, at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF starting at 7:00pm.

This will be immediately followed with the ordinary meeting of Cranwell, Brauncewell and Byard’s Leap Parish Council.

Members of the press and public are welcome to attend.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Agenda

1.Notes of the Annual Parish Meeting held at Cranwell Village Hall on Tuesday 2 April 2019 to be approved as Minutes.

2.Receive the Chairman’s report from April 2019 to April 2021 from Cllr Trevor Batten.

3.Receive a Financial Report from April 2019 to April 2021 from the Responsible Finance Officer, Mr Eddie Findlay.

4.Receive reports from County and District Councillors.

5.Public Discussion and Questioning.  Members of the public may comment on any Parish issues and direct their comments to the Parish Council or any of the visiting representatives.

6.Closure of the Meeting.  All relevant issues will be taken forward to a future Parish Council Meeting.

The ordinary meeting will follow immediately after the Annual Parish Meeting.

1. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.

Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.

3. Notes of the ordinary meeting of the Parish Council held at Cranwell Village Hall on Monday 17th May 2021 to be approved as Minutes.

4. Financial Matters

a.           Approve the payments made since the last meeting.

b.           Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.

c.           Approve the bank reconciliation from the previous month.

d.           Consider the quotes to repair the Old School flat roof.

e.           Confirm acnowledgement of Section 1, The Annual Governance Statements in relation to the Annual Governance and Accountability Return Part 3, Page 4 only.

f.            Audit – Review of the draft figures of Section 2 of the Accounting Statements 2020/21 for the Annual Return for Year Ended 31 March 2021, page 5 only.

5. Receive a report from the Clerk on matters pertaining to the Parish Council.

6. Planning Applications.

7. Receive reports from Councillors on their Areas of Responsibility.

8. New Pavilion.

a.           Consider the utility cost and how these might be offset.

b.           Consider the ongoing maintenance/repair costs and how these might be offset.

c.           Consider a new hiring agreement for use of the building.

9. Consider the confidentiality of email communications between councillors.

10. Consider whether to request trees/saplings from the Woodland Trust for The Queen’s Platinum Jubilee or purchase a suitable tree itself.

11. Consider an amendment to Standing Orders to allow the Parish Council to continue to function in the absence of a Parish Clerk.

12. Consider a possible amendment to the current grass cutting contracts.

13. Confirm the date of the next meeting.

14. To resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, as amended by Section 100 of the Local Government Act 1972, to discuss the following matters.
