B&PC December 2022 Minutes

Cranwell, Brauncewell and Byard9s Leap Parish Council

Minutes of the Buildings & Projects Standing Committee meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF on Monday 12th December 2022 at 6.30 pm.

Participating:   Chairman:   Cllr Mr T Batten

Councillors:   Cllr M Pears (Vice Chairman and Acting Parish Clerk), Cllr Mrs M Cassidy, Cllr Mr M Cassidy, Cllr Mr M Collier, Cllr Mr D Wilson

Also in attendance:   Mrs B Pears, Assistant Clerk to the Parish Council

There were no members of the public present.

The Chairman declared the meeting open at 6.30 pm.

1   To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

Cllr C Batten was unable to attend, and her reasons were made known to the Council. Action: The Council RESOLVED to approve Cllr C Batten9s reasons for absence.

Proposed by Cllr M Collier, seconded by Cllr D Wilson and approved unanimously.

2   To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.

None.

3   To discuss the current position with regard to promised quotes.

<Global Methods of Construction Group= is still in the process of preparing final figures for the project. After the meeting with them here in the village they sent colleagues to assess the portacabin for demolition.

Cllr M Pears has exchanged emails with the company and believes the figures are being worked on to provide a comprehensive response to the meeting and plans.

However, to explore or return to alternatives would be a waste of time at this stage. It will be appropriate if this GMCG route turns out to be unviable.

The committee is adamant that this project continues as work on a 8Community Facility9 and the objectives should not be 8watered down9. The preference is for a 8turnkey9 solution and to fulfil the objective in a single stage.

With regard to such projects, this week the Parish Council has received new information about necessary procedures to adhere to Government regulations for Procurement.

Action; The Clerk will undertake more research on the Procurement Threshold details and the tendering process and pursue the promised quote.

4   To agree the date of the next meeting of the Standing Committee.

It was agreed that this would be before the ordinary Parish Council Meeting on Monday 9th January at 6.30pm

The Chairman closed the meeting at 6.48 pm.
