Cranwell, Brauncewell and Byard9s Leap Parish Council

Minutes of the Buildings & Projects Standing Committee meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF on Monday 9th January 2023 at 6.30 pm.

Participating:        Chairman :    Cllr Mr M Pears (Parish Vice Chairman and Acting Parish Clerk) Councillors:    Cllr Mrs M Cassidy, Cllr Mr M Cassidy, Cllr Mr M Collier, Cllr Mr D Wilson

Also in attendance:    Mrs B Pears, Assistant Clerk to the Parish Council

There were 2 members of the public present.

The Chairman declared the meeting open at 6.30 pm.

1    To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

Cllr C Batten was unable to attend, and her reasons were made known to the Council. Action: The Council RESOLVED to approve Cllr C Batten9s reasons for absence.

Proposed by Cllr M Collier, seconded by Cllr Maureen Cassidy and approved unanimously.

Cllr T Batten was unable to attend, and his reasons were made known to the Council. Action: The Council RESOLVED to approve Cllr T Batten9s reasons for absence.

Proposed by Cllr M Collier, seconded by Cllr Maureen Cassidy and approved unanimously. In the absence of the Chairman Cllr Pears chaired the meeting.

2    To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.

None.

3    Notes of the meeting held on Monday 12th December 2022 of Cranwell, Brauncewell and Byard's Leap Building and Projects Committee to be approved as Minutes.

Action: The Council RESOLVED to approve the Minutes.

Proposed by Cllr Maureen Cassidy, seconded by Cllr M Collier and approved unanimously.

4    To provide an update on the current situation with plans and estimates for the Pavilion Project. Cllr M Pears reported that he had been contacted only the previous Thursday by the company,

Global Methods of Construction, preparing the quote for the Pavilion. He had chased for information on several occasions and it seems that the contact has been very unwell.  Cllr Pears was asked by the company whether or not, in view of the delays, the Parish Council wishes to continue with them as a supplier. He said 8Yes9, emphasising that costings are urgently needed. The company offered another meeting with the Parish Council, but this is not felt to be necessary. Most importantly, without the final costings, Cllr Pears wanted to know if the estimated costs still stand.

This was confirmed to be the case.

Cllr Pears asked the meeting for a decision on the next step, whether to wait for this company to progress their quotation or start to look for an alternative company or solution.

Cllr Wilson expressed concern about the company itself. He feels that their online information could be misleading with regard to subcontracting.  Cllr Wilson advised that he has researched companies online and he offered to find and present details of four other companies for log cabins.

The meeting agreed that it would be appropriate to wait for the company to present their figures and to allow another month for them to do that.

The Parish Council is pursuing a Community Pavilion partly due to the pressure on the Village Hall and partly to accommodate the more specific needs of the sports clubs in the village.  Cllr Michael Cassidy explained to the meeting that lots of fundraising had been done for a Community Pavilion. The villagers had been asked to consider the type of building they want. A brick building was favourite. However, since then the costs have risen astronomically such that now it9s even difficult to get a 8log cabin9 type of building done for a good price. Also, from the Council9s point of view, managing the project themselves, contracting the different suppliers and trades, is not viable. A
8Turnkey9 project is preferable.

New regulations mean that 3 tenders have to be obtained for certain projects, but the cost of the Pavilion under consideration will be less than the threshold of £4.1m for that demand.

Cllr Michael Cassidy said that we are going to have to adopt the best compromise, probably subject to asking the parishioners directly again if it meets their approval. We have £20k from fundraising,

£70k from a doner and funds available in the budgets.  Borrowings are planned too. The cost per village household is anticipated to be £3 in order to fund a loan from NKDC.

Cllr Pears will undertake further research in order to get a definite answer to the tender process that is required.

5    To agree the date of the next meeting of the Standing Committee.

It was agreed that this would be before the ordinary Parish Council Meeting on Monday 13th February 2023 at 6.30pm

The Chairman closed the meeting at 6.58 pm.
