Minutes of Community Pavilion Sub-Committee held on 10th February 2022

 

The Chairman opened the meeting at 7.12 p.m.

1. Present:  Cllr Trevor Batten (chairman), Cllr Pears, Cllr Michael Cassidy, Cllr Carole Batten

2. Absent:  No-one

3. Declaration of Interest:    none.

4. To Approve the minutes of the last meeting held on 16th December 2021.  Approved.

5. Update on Funding Applications.  Two applications had been submitted to The National Lottery and The F.A. Foundation. 

The National Lottery refused our application and nothing will be forthcoming.

The F.A. have responded that they may be willing to fund “a minor amount” (details unknown).  This can be further discussed in a few month’s time when they have a new boss in place.  We show them our funding status and they will decide if / how much they will give to us but it will be small.

A discussion then took place about how to proceed with this scheme.  It was agreed by all that this is the worst possible time to be undertaking such a scheme.  It was agreed by all that we couldn’t prevaricate and wait any longer to “see what happens” but need to make definite decisions about moving forward.  There were three options:-

  1. Delaying the scheme for 12 to 24 months to hold out for the possibility of doing the original, larger plan and to see what develops
  2. Cancel the scheme altogether
  3. Proceed with the slightly smaller scheme that secures the £70,000 “gift”.

The decision was made unanimously to proceed with the smaller scheme (option 3 above) and to start the process for acquiring permission from the Govt to apply for a loan from the PWLB (or other) to bridge the gap between what we now have and the final cost of the building.  As we now have around £90,000 lined up the decision was made to apply for a loan of maximum £100,000 in the knowledge that it does not all have to be taken.  This sum is in line with the mandate received from the parish in January 2021 for borrowing £94,000 plus inflation.

It was agreed to assume that at this time we are getting nothing from the F.A. for use in our calculations.  However, we will continue to seek their contribution and anything we do eventually get will be used to be set against any loan received – possibly paying off money if received or reducing the actual amount to be taken.    

6. Next steps.

Cllr Batten has been in discussions with our architect and is expecting to receive new revised plans from him during the week commencing February 14th 2022.  Once approved we can then go out for new estimates of price and amendment to our planning permission.

We agreed to arrange an Extra-ordinary meeting of the full council at the earliest opportunity to (a) put forward a motion for adoption of the new plans and (b) to obtain approval to start the loan process.  Once obtained, Cllr Batten will start the necessary processes with LALC.
