NOTES of the Annual Meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF on Monday 11th May 2026.

Councillors: Cllrs. J Bhunnoo, L Boden, P and S Liivet and M Robinson
Also in attendance: C/C R Wright, D/C A Hagues, D/C J Clarke and Lesley Frances (Clerk/RFO) plus one member of the public.
1. The first item on the Agenda was to elect a Chair. It was proposed, seconded and unanimously resolved to elect Adam Youle as Chair in his absence. He had said to the Clerk that he was prepared to carry on if that was the wish of the Councillors. His Declaration of Interest will be signed at a later date.
2. It was then proposed, seconded and unanimously agreed that Cllr Daley be elected as Vice Chair and she duly signed her Declaration of Acceptance of Office.
3. Apologies for absence had been received from Cllr Adam Youle, Cllr G Fox and Cllr O Curtis.
4. Clerk had circulated the new Data Map prior to this meeting. It was resolved to adopt the data map and it was also resolved to re-adopt all other documents on the list provided (annexed to hard copy Minutes).
5. Clerk had circulated the current Areas of Responsibility for discussion/update, prior to this meeting, but it was agreed that this be deferred to the meeting on 8th June.

C/C Wright said that there are two separate teams for repairing potholes – one does the smaller reactionary potholes and the other the larger major potholes. There have been complaints about some of the new food bins being missed for collection. There have been problems with the lorries but this is being sorted out and will improve the service soon.
D/C Clarke advised that there is to be a Veterans Lunch at NKDC on 22nd June – Armed Forces Day. There is a full NK Council meeting on 21st May. 2 million people were contacted by HMRC regarding repayment to them of their winter fuel allowance. NK community grants are now available. NKDC has 7 car parks in Sleaford and there have been no increases in car parking prices for 7 years. However the car parks have to be maintained, and the parking charges have risen this year for that reason. The Leoda Solar Farm application has been suspended – the environment is changing due to the number of solar farms.
Ian Whitehead said that the next graduation date is 28th May and there will be the usual fireworks at 10 pm. Cranfest is on 23rd July and it is hoped that residents can be involved. The afternoon times are 13.00-17.00 and the evening 17.00-22.30.
Public – a member of the public asked about the updates for footpath DMMO 483 and C/C Wright explained that there are tens of years of work so it will take a long time to get up the list. Clerk will chase again for current status in the queue at LCC (cc RW).
A second member of the public talked about speeding in the village and lack of pavements on both sides of the roads. He suggested a zebra crossing from the bus stop near Bristow Road across to the shop would be useful and help alleviate any danger to pedestrians. This has been suggested in the past but Highways said it was too expensive. The speed limit needs reducing between the village and the Camp and Ian Whitehead said he will mention this to the Station Commander as more traffic at the RAF is forthcoming. Clerk to ask Highways about a zebra crossing and speed reduction.
1. Apologies for absence had been received from Cllr Adam Youle, O Curtis and G Fox and it was resolved to accept all reasons given.
2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests. There were none.
3. The Notes of the Meeting held on 13th April 2026 had been read but a Churchwarden had questioned the wording. Discussion took place and as the Minute was merely a record of a possible Christmas event, it was unanimously agreed that they be approved as they are and they were duly signed.
4. a. It was unanimously resolved to approve the payments made since the last meeting. Appendix A
b. It was unanimously resolved to approve the Payment of invoices as listed on the “Payments to be Authorised” sheet -appendix B
c. It was unanimously resolved to approve the bank reconciliation as at 30.4.26.
d. It was unanimously resolved to accept the latest Summary of “Reserves” balances.
e. It was unanimously resolved to accept the budgets -v- actual spreadsheet at 30.4.26.
f. Clerk had circulated new electricity prices and it was unanimously agreed to go with Yu Energy for the village green, and Smartest Energy for the Old School and for the playing field.
g. The AGAR Annual Governance Statement 2025/6 was considered and completed and it was unanimously agreed that the Chair and Clerk sign it.
h. The AGAR Accounting Statement 2025/6 was presented to Councillors and it was unanimously agreed that it be signed. The Notice of Public Rights will be put up on 3rd June.
i. The internal auditor had suggested that our hard copy Minutes should be kept in a fireproof bag. Clerk presented an option at a cost of £39.99 and it was unanimously agreed that this should be purchased.
5. Planning Applications
25/0932 – 28 No dwellings at land off Sycamore Road – pending consideration.
25/1377 – replacement bungalow at 21 Willow Lane – pending consideration.
25/1536 – Erection of new bungalow and double garage at rear of 20 Willow Lane – pending consideration.
26/0194 – Conversion of stone barns to 6 dwellings at Brauncewell – pending consideration.
26/0244 – Metering equipment at Land at Sewage Treatment Works, Flowerdown Avenue – prior approval not required.
26/0369 - Oak framed extension at Paling Cottage, Brauncewell – pending consideration.
Springwell Solar Farm been approved but Cllr Wright is questioning as to validity of the decision by the Secretary of State.
6. Road Safety and Highways matters: Cllr Daley is in touch with the CSW Co-ordinator and will have a meeting to arrange download of the SID data. Highways had sent a letter regarding the village gates on 6th March but Clerk had not received this – Cllr Daley will advise LCC accordingly and ask that they re-send.
7. Village Hall and Social Club – unanimously agreed that the draft Lease should be submitted to the Village Hall and Social Club with advice that they appoint a solicitor.
8. Village Green:
Signage for Social Club and Bowls Cub – update by Clerk.
Christmas tree lights – Cllr Daley had found some cone shaped lights that she felt are suitable and will circulate the information for approval. They come with connectors so that additional lights can be added over time. A 30m length in warm white will cost no more than £179.97. They come with a 2-year warranty.
9. Play area and playing field: Cllr Youle not present so no update on play area check. The painting of the perimeter fence should be completed this week. Cllr Bhunnoo offered to help Cllr Youle with installation of the two new tennis nets. The flickering light should be repaired on 4th June.
10. Bowls Club – update on bowing cladding above French doors.
11. Noticeboard on Bristow Estate: Babcock are kindly providing a new noticeboard and installing it – Clerk will then get a key. Thanks to Babcock for this donation.
12. Litter bins for Sleaford Road and Byards Leap - Cllr Boden is waiting to hear from the Environmental Officer.
13. Reports from councillors – Cllr Robinson asked whether a sign could be put on the existing post at the edge of the Village Green indicating that the Bowls Club and Social Club are there, in addition to the Village Hall which is already signed. Clerk to get quotes.
She also asked whether the Social Club could put an A-board on the Village Green to advertise their food service on a Friday night and Sunday lunchtime. This was agreed in principle but we need to see a draft of the design and to know the size of the A-board which should be removed each Sunday and put back each Friday morning.
Cladding above the patio doors at the bowls club is starting to buckle. Clerk to take a look.
