Dear Sir / Madam,

 

I hereby give you notice that the next Ordinary meeting for Cranwell, Brauncewell and Byard's Leap Parish Council will be held on Monday 7th September 2026 at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF                          starting at 7  pm.    Members of the press and public are welcome to attend.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7 pm, before the meeting starts, there will be a public forum when members of the public may ask questions or make short statements to the Council on any agenda item.  There will also be an opportunity for visiting Representatives to briefly address the assembly.  All Parish Councillors are to attend at this time.   

 

AGENDA

 

1. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40. 

2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.   Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.  

3. Notes of the Meeting of the Parish Council held on Monday 13th July 2026 to be approved as Minutes of the Meeting. (AY)

4. Financial Matters - All Councillors have a continuous opportunity to review everything on the Accounting system.

a. Approve the payments and receipts made since the last meeting. (LF) Attached Appendix A

b. Approve the payment of invoices etc. as listed on the “Payments to be Authorised” sheet -None.

c. Approve the bank reconciliations as at 31.7.26 and 29.8.26 (LF) Attached

d. To review the latest Summary of “Reserves” balances.  (LF) Attached

e. To review and approve the budgets -v- actual spreadsheet at 29.8.26. (LF) Attached.

f. Resolution to pay External Auditors £378.  Note – Notice of Conclusion of Audit has been advertised.

g. Resolution to agree back pay increase per NALC scale - £194.70 and new monthly pay rate of £1,198.60.

5. Windsock Solar Farm – 16th – 18th September meetings with BLC Energy will be held in The Old School, then meetings are in the Village Hall on 16th October 1pm – 6.30 pm and 17th October 9 am – 1 pm.

6. Planning Applications:   

25/0932 – 28 No dwellings at land off Sycamore Road – pending consideration. NOTE REVISED PLANS AND INFORMATION.

26/0194 – Conversion of stone barns to 6 dwellings at Brauncewell – pending consideration.

7. Road safety and highways matters -    Monthly report by SD.  Discussion and resolution with regard to Village Entrance Gates (SD).  Response from Cllr Wright regarding a zebra crossing and a speed reduction from 60 mph.

8. Village Hall and Social Club – No update from VH re new Lease.  No update re VH  noticeboard.  PA system has been collected.  Quotes for replacement cellar door range from £793 to £1861 – preferred option is steel at £793.60 (all excl of VAT – resolution as to way forward.

9. Village Green Christmas tree lights – update from SD.

  10. Play area and playing field: update on new equipment (AY).    HAGs repair will take place on 16th September.

11. Bristow Estate – awaiting a transfer plan from Tilia. 

12. Litter bins  for Sleaford Road and Byards Leap – Update on placement of new bins at Byards Leap and Sleaford Road,   

      also St Johns Close.  Report on meeting with Waste Department regarding emptying of deep dog bins – suggestion 

      we replace them with Topsy bins which have metal liners which they empty – 65 litre are £126.88 and 90 litre are 

      £202.92.  Resolution to purchase 3 x 90 lltre bins in red – Waste Department will fit them and remove old ones.

13. Signage for Bowls Club and Social Club – Quotes received.  Resolution as to which to go ahead with.  Babcocks  will  

    install. 

14.Insurance claim re The Cross – no update as yet.  

15.Police leaflets – no update as yet.

16.Next PC meeting –Monday  5th October.
