Dear Sir / Madam,

I hereby give you notice that the next Ordinary meeting for Cranwell, Brauncewell and Byard's Leap Parish Council will be held on Monday 13th July 2026 at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF                          starting at 7  pm.    Members of the press and public are welcome to attend.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7 pm, before the meeting starts, there will be a public forum when members of the public may ask questions or make short statements to the Council on any agenda item.  There will also be an opportunity for visiting Representatives to briefly address the assembly.  All Parish Councillors are to attend at this time.   

AGENDA

1. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40. 

2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.   Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.  

3. Notes of the Meeting of the Parish Council held on Monday 8th June 2026 to be approved as Minutes of the Meeting. (AY)

4. Financial Matters - All Councillors have a continuous opportunity to review everything on the Accounting system.

a. Approve the payments and receipts made since the last meeting. (LF) Attached Appendix A

b. Approve the payment of invoices etc. as listed on the “Payments to be Authorised” sheet -Appendix B..

c. Approve the bank reconciliation as at 30.6.26(LF) Attached

d. To review the latest Summary of “Reserves” balances.  (LF) Attached

e. To review and approve the budgets -v- actual spreadsheet at 30.6.26. (LF) Attached.

f. Resolution to move £500 from Rates budget to Memberships budget, £500 from Rates budget to Legal fees budget and £500 from Rates budget to Play area equipment.

g. Resolution to agree Groundsman’s quote for clearing ginnel at Thorold Avenue to top of slope, and quote for clearing flowerbed at end of Social Club car park.

5. Planning Applications:   

25/0932 – 28 No dwellings at land off Sycamore Road – pending consideration.

25/1536 – Erection of new bungalow and double garage at rear of 20 Willow Lane – approved.

26/0194 – Conversion of stone barns to 6 dwellings at Brauncewell – pending consideration.

26/0555 – Tree removal (TPOs) at 38 Sleaford Road – refused as both trees healthy.

6. Road safety and highways matters -    Monthly report by SD.  Discussion and resolution with regard to Village Entrance Gates (SD).  Response from Cllr Wright regarding a zebra crossing and a speed reduction from 60 mph.  Silver Lime Crescent put forward as new street name at Manor Farm development and accepted along with Bader Way.

7. Village Hall and Social Club – VH and SC do not want to instruct solicitors for new Lease – see response from our solicitor and then a resolution as to our response to VH.  Resolution as to where the VH can put their noticeboard (no suggestions from VH).  Advised Events Team can have PA system but no response.

8. Village Green Christmas tree lights – discussion and resolution as to purchase.  Note donation of £50 received.

9. Play area and playing field: update on new equipment (AY).    Discussion regarding 6 months play area inspection     

       outcome - note requirement regarding wooden post in need of replacement and consider two quotes – resolution as 

       to which one to accept.  New tennis nets now in place.

10. Bristow Estate – awaiting a transfer plan from Tilia. 

11. Litter bins for Sleaford Road and Byards Leap – I have it in writing that we will not have to pay to have the bins emptied 

       if we go ahead and buy them.   I have had a request from a resident in St Johns Close for a dog bin on the green there – 

       resolution as to whether we should put one there – NKDC consent would be required                    

 12. Signage for Bowls Club and Social Club – Babcocks are looking into this and will let us know the quote for the sign 

        itself – they will install it on the pole.  Cladding soffit now been screwed back.

13.  Events Team – no response as yet as to whether they will join up with us for picnic in the park and/or outdoor 

       cinema.

14. Insurance claim re The Cross – Our insurers are in negotiations with the driver’s insurers for a settlement.

15. Police leaflets – positive response from our Sergeant Mumby Croft who is arranging to get, generate and produce 

      some.
