Cranwell, Brauncewell and Byard’s Leap Parish Council

Minutes of the Extraordinary meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF on Friday 19th January 2024.

Present:

Councillors:   Vice Chair - Cllr D Graves, and Cllr Mrs M Cassidy, Cllr M A Cassidy, Cllr D Wilson, Cllr J Wilson, Cllr M Pears, Cllr C Batten and Cllr M Collier and D/C Andrew Hagues.

Also in attendance:   6 members of the public.

We were advised that the date of this year’s Pantomime is still unknown. The Chair declared the ordinary meeting open at 7:02 pm.

1.   To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

C/C R Wright had offered his apologies.

2.   To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.

Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.
There were none.

3.   Consider quotes for the demolition of the portacabin and resolve which one to accept

A note of three quotes had been distributed before the meeting and Cllr Graves then went through them.  Cllr Graves proposed and Cllr Cassidy seconded that the quote from RLR Demolition Ltd at £10,450 plus VAT be accepted – resolved unanimously. Clerk to advise RLR that their lorries must be very careful when using our car park. Likely timescale for work to be carried out is mid February.   Clerk to write to the Bowls Club and Football Club saying that they must remove all and any equipment in the old pavilion by the first week of February.

4.   Consider quotes for purchase of a portacabin replacement and resolution as to which one to accept.

Three quotes had been obtained but Councillors had not had the opportunity to see the various pictures of the different cabins. This matter will thus be deferred to the February meeting. The MAC quote gives a total area of 35 sq mts with windows but nothing else, at a total of £34,000. The Real Skill quote gives a total of 36 sq mts at £13400 including two toilets and double doors. The Cabin Depot quote gives a total of 60 sq mts and includes a kitchenette but no toilet for the Bowls Club, and two toilets, a wash basin and kitchenette for the Football Club with an additional £800 for an end door. If a disabled toilet is added the final total is £37,205. (All prices excluding VAT). Two grant possibilities are being looked at, each at £10,000. The cabins will always remain in the ownership of the Parish Council.

Discussion took place as to whether it was possible to incorporate an accessible toilet in one of the cabins without paying £8995 for an additional unit.

5.   Further to at least 4 requests from Parish Councillors for a special motion (in accordance with Standing Order 7a) to re-visit the decision made at the previous meeting regarding the racking/shelving in the Old School, a resolution concerning the keeping of or disposal of said racking/shelving.

The spacing of the racking is impractical as it doesn’t fit files (lever arch files etc). Proposed by the Chair and seconded by Cllr Graves that both shelving units be removed and replaced
 
with something more suitable. Agreed unanimously. The gentleman who made the shelving units does not require them back.

6.   Resolution as to whether to invite the Cranwell Military Wives Choir to sing at our Carols on the Green in December.

It will cost a minimum of £350 for the Choir to attend. Last year was very successful in the way it was done, with some 70 people attending. Chair proposed and Cllr Graves seconded that we do not invite the Choir to sing. Agreed unanimously.
