NOTICE OF AN ORDINARY  MEETING OF CRANWELL, BRAUNCEWELL and BYARDS LEAP PARISH COUNCIL

    Dear Sir / Madam,

    I hereby give you notice that the next Ordinary meeting for Cranwell, Brauncewell and Byard's Leap Parish Council will be held on Monday 8th April 2024 at Cranwell       Village Hall, Old School Lane, Cranwell Village, NG34 8DF starting at 7:00pm.    Members of the press and public are welcome to attend.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7.00 p.m., before the meeting starts, there will be a public forum when members of the public may ask questions or make short statements to the Council on any agenda item.  There will also be an opportunity for visiting Representatives to briefly address the assembly.  All Parish Councillors are to attend at this time.

Resolution to co-opt Jason Bloomfield.

  1. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40. (TB)
  2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests. (TB).  Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.
  3. Notes of the Ordinary Meeting of the Parish Council held on Monday 11th March 2024 to be approved as Minutes of the Meeting.  (DG)
  4. Financial Matters - All Councillors have a continuous opportunity to review everything on the Accounting system.
    1.  Approve the payments made since the last meeting. (LF) Attached
    2.  Approve the payment of invoices etc. as listed on the “Payments to be Authorised” sheet. (LF) Attached
    3.  Approve the bank reconciliation at 31st March 2024. (LF) Attached
    4. To review the end of year Summary of “Reserves” balances.  (LF) Attached
  1.  Ongoing - painting a yellow “hazard” line along the edge of the footpath alongside the tennis court - waiting for dry    weather for SR to be able to do the work.
  2. Cancelled Mailchimp at £19 per month.  Now have our own updated list of parishioners who wish to be included in emails for various matters of interest.
  3. Both pavilion/playing field and OSH electricity supplies are now transferred to Valda.  Smart meter installed.
  4. Garden of Remembrance tree trimmed and invoice paid.
  1. Planning Applications – 24/0364 – Discharge of condition 3 re land to rear of 20 Willow Lane – pending consideration.
  2. Website – this has now been updated and took well over the 5 hours we agreed to pay for. 
  3. Old School House updates – the accessible toilet door is now finished but has caused great difficulty for SR.  Resolution to pay his invoice.        Consider a date for the Open Day – should we invite Sleaford Standard?  Advertising?

8. Village Hall – update on meeting with caretaker of Village Hall (Clerk).

9.Pavilion – Update on purchase/delivery of cabins (DG).  Grant application for cladding and its installation has gone in – decision will be made in May.

10.Update on replacing 18 wooden posts along the footpath from the car park to the play area.  (Clerk)

11.To receive reports on all road safety matters. (DG)

12. Play area [a] “age 12” sign – final resolution.  [b] Mr Peterken was advised that tree and plaque can go near new pavilion later in the year.  [c] P & P quote for hedge flail along back of playing field £450 + Vat – resolution to accept. [d] P & P quote for new hedge contract to take over from Tudor £1,650 excl VAT - resolution to accept.

13.  Assistance from RAF cadets – update (DG).

14. Note resignation of Cllr Maureen Cassidy.

15. To receive reports from Councillors on their various Areas of Responsibility.  

16. Note the Annual Parish Meeting on 22nd April 2024 at 7 pm.
