Dear Sir / Madam,
I hereby give you notice that the next Ordinary meeting for Cranwell, Brauncewell and Byard's Leap Parish Council will be held on Monday 14th October 2024 at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF starting at 7 pm. Members of the press and public are welcome to attend.
All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7 pm., before the meeting starts, there will be a public forum when members of the public may ask questions or make short statements to the Council on any agenda item. There will also be an opportunity for visiting Representatives to briefly address the assembly. All Parish Councillors are to attend at this time.
AGENDA
1. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.
2. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests. Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.
3. Notes of the Meeting of the Parish Council held on Monday 9th September 2024 to be approved as Minutes of the Meetings. (DG)
4. Resolution to co-opt Geraldine Fox and signature of her Declaration of Acceptance of Office.
5. Flooding update as sent in by Ryan Davies – Senior Flood Risk Officer at LCC.
6. Financial Matters - All Councillors have a continuous opportunity to review everything on the Accounting system.
a. Approve the payments made since the last meeting. (LF) Attached
b. Approve the payment of invoices etc. as listed on the “Payments to be Authorised” sheet. (LF) Attached
c. Approve the bank reconciliation as at 30.9.24. (LF) Attached
d. To review the latest Summary of “Reserves” balances. (LF) Attached
e. Thomas Dutton – CCJ issued. Directions from Court awaited.
f. NK has confirmed they would empty a bin at the Guthram Court/Selvalyns Close footpath. Cost of new free standing bin Topsy 2000 £138 net, or a dog bin only at £115.
g. Groundsman obtained a “free” storage box – thanks to Cllr Liivet. This is now in place in the Garden of Remembrance.
h. Remembrance Sunday wreath – resolution to donate £50 to purchase a wreath from British Legion.
i. Note receipt of £5,880.54 from NKDC (due this month) for the Community Infrastructure Levy for the Manor Farm development.
j. Resolution to agree and sign LALC’s Terms of Reference for Internal Audits.
7. Arrange date for Clerk, Chair and one other to consider budget/precept prior to consideration by full Council at our November meeting. Suggest 21/10 at 11 am at The Old School or 6 pm if nobody available during the day. Then discuss appraisal for Clerk and pay review.
8. Planning Applications: 24/0970 – RAF – new fire doors – pending consideration. 24/1089- RAF replacement radiators – pending consideration. Update on NPPF reform by this Government.
9. Old School House advert in YourLocalLincs – October edition now distributed.
10. Pavilion/cabins – Cabin Depot attended and did necessary repairs. Cladding delivered and work in progress – once completed and paid, grant monies can be claimed.
11. Bowls Club groundworks – sand and cement will cost around £400. New mower spec has been supplied and the cost will be £1,783 net of VAT. This will be shown in our budget forecast for the precept.
12. Highways - streetlights been repaired. Skid signs removed. Hedge along North Road has been cut back. The bollard that has been knocked over opposite the Premier Store will not be replaced. Litter pick equipment is with the Clerk.
13. Report on all road safety matters per DG.
14. Play area: consider two quotes for new swing seats and resolution as to which to accept. Who will install new seats?
15. Grass cutting contract: resolution as to whether to sit this out for another year with existing contractor or terminate early and get new quotes.
16. Carols on the Green – finalise.
17. Christmas dinner – those interested, venue and date.
18. Areas of Responsibility – update - to be agreed.
19. To receive reports from Councillors on their various Areas of Responsibility.
20. Next P.C. meeting: Monday 11th November at 7.00 p.m (precept to be agreed).
