Cranwell, Brauncewell and Byard’s Leap Parish Council

Minutes of the ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell, on Monday 10 February 2020.

1 member of the public was in attendance.

At 7:00 pm Cllr Harper welcomed everybody to the meeting.

Public Speaking:  The Member of the Public (MOP) raised concerns over the increased congestion along Old School Lane during football training and Coffee Mornings.  All participants are to be reminded of parking considerately.
MOP was also seeking an update on the proposed road closure of B1429.  The Clerk informed the meeting that despite a number of emails, no updates had been received from Cty Cllr Storer since July 2019, when he last attended a Parish Council meeting.

Cty Cllr Storer:  Absent again, no apologies and no written report submitted. 

D/Cllr Clarke:  work was underway for flood alleviation around Digby, including the clearing od ditches and dykes, at a cost of around £1M.
A concern about rough sleepers in the village had been raised and any instances should be reported to Julia Millar @ NKDC - 01529 414515.

D/Cllr Clegg:  Absent and apologies sent.

D/Cllr Clarke left the meeting at 7:20 pm.

The meeting was declared open at 7:20 pm.

1.Elect a Chairman for the meeting.
Cllr Riley  nominated Cllr Harper to act as Chair for Cranwell, Brauncewell and Byard's Leap Parish Council for the meeting, seconded by Cllr Cassidy.
Action:  The Council RESOLVED to unanimously approve Cllr Morris to act as Chairman for the coming year.

 

2.To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.
Cllr Morris and Cllr Tyler were unable to attend and their reasons were made known to the Council.
Action:  The Council RESOLVED to approve Cllr Morris and Cllr Tyler’s reasons for absence.
Proposed by Cllr Riley, seconded by Cllr Pears and approved unanimously.

 

3.To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.
Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.

Cllr Cassidy declared an interest in minute ref: 25.b. page 10-2020, as he is a payment recipient.

Cllr Riley declared an interest in minute ref: 25.d. page 10-2020.

 

4.Notes of the ordinary meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held at Cranwell Village Hall on Monday 10 February 2020 to be approved as Minutes.

Proposed by Cllr Pears, seconded by Cllr Cassidy and approved unanimously.

The Chairman signed the Minutes.

 

5.Finance

Action:  The Council RESOLVED to approve the payments listed above.
Proposed by Cllr Riley, seconded by Cllr Pears and approved by a vote of 3 for and 1 abstention.

b.Approve the bank reconciliation from the previous month.

Action:  The Council RESOLVED to approve the bank reconciliation for the end of February 2020.
Proposed by Cllr Pears, seconded by Cllr Cassidy and approved unanimously.

c.Consider the received quotes to repair the fence at the end of the Village Hall car park.

Action:  The Council RESOLVED to approve from Steve’s Services to repair the complete fence at the end of the Village Hall car park.
Proposed by Cllr Cassidy, seconded by Cllr Pears and approved by a vote of 3 for and 1 abstention.

d.Consider the purchase of Wet & Forget Moss, Mould, Lichen and Algae Remover.

Action:  The Council RESOLVED to approve the purchase of 5L of Wet & Forget from Amazon.
Proposed by Cllr Cassidy, seconded by Cllr Pears and approved unanimously.

6.Planning Applications.

20/0182/HOUS – Erection of a One and a Half Storey Side Extension to create Annexe at 42 Sleaford Road Cranwell Sleaford Lincolnshire NG34 8BY.
There were no objections or comments to the application.

7.Receive reports from the Clerk in relation to Council matters.

  • New bin for railway mile.  NKDC confirmed the suggested locations for new dual use litter/dog waste bin, is acceptable.  Now awaiting approval from RAFC Cranwell.
  • Attended the Society of Local Council Clerks Practitioners Conference and attended a number of the breakout sessions, looking at the following;
    • Software solutions for a more efficient Council
    • Tacking Climate Crisis at a local level
    • SSAFA – working together for the Armed Forces Family, to relieve need, suffering and distress amongst the Armed Forces, veterans and their families.
    • Accessibility Statements  and Keeping the Right Side of Compliance & Customer Service.

It was reassuring to know that Cranwell, Brauncewell and Byard's Leap Parish Council are doing things to the best of their ability (and budget).

  • A meeting was held at Brauncewell with regard to the location of a defibrillator with the Chairman and representatives of Beeswax Dyson.  A location for the defibrillator cabinet has been agreed with all the cost for the groundwork and electrical installation being met by Beeswax Dyson Farming.
  • Clerk attended new website training at Metheringham 2 March 2020.  From end of march old websites will no longer be supported by LCC and new version complies with new accessibility, legislation etc.  Cllr Pears has volunteered to assist with the new website and has a place on the training being held Monday 23 March 11am – 1pm at North Kesteven District Council Offices.

The Clerk has requested dates for a pre-work meeting with the agreed contractor carrying out the resurfacing works on the Village Hal and Social Club car parks.  Work is planned to start on Monday 6 April and should be completed by the weekend.  Notices will be displayed, and social media will be used to notify residents of the work.

8.Receive reports from Councillor’s relating to responsibilities and outstanding tasks.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.

Cllr Cassidy had carried out his area of responsibility check and had submitted his report to the Clerk.  He and Cllr Pears had agreed to carry put the cleaning of the Garden of Remembrance path once the weather improved.

9.General Correspondence.

No items were presented.

 

10.Update the Councillor Responsibility list.
Cllr Pears volunteered to take on the responsibilities previously held by Cllr Cox, as well as the Newsletter, as he had previous experience.  Cllr Pears had also volunteered to assist with the new website and has a place on the training being held Monday 23 March 11am – 1pm at North Kesteven District Council Offices.
Action:  The Council RESOLVED to approve the amended Councillor Responsibility list.

11.Meeting dates.

  1. Confirm the date, time and location, of the next ordinary meeting.

The next ordinary meeting was confirmed as Monday 6 April 2020, starting at 6:45 pm, in the Village Hall.
