Minutes of the ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell, on Monday 4 November 2019.

Present: Chairman: Mrs H J Morris Councillors: Mr M A Cassidy, Mrs Z Cox and Mr M Pears

 In attendance: Mr Eddie Findlay, Clerk to the Parish Council Also in attendance: D/Cllr S Clegg

1 member of the public was in attendance.

 At 7:00 pm Cllr Morris welcomed everybody to the meeting and invited the members of the public to address the Councillors.

Public speaking: A member of the Bowls Club gave details on why the replacement of the Bowls Club gate was being re-presented to Council.

Cty Cllr Storer: Absent again and no written report submitted. D/Cllr Clarke: Absent and had sent his apologies.

 D/Cllr Clegg: As residents will be aware, a general election is to be held on Thursday 12 December 2019. Polling stations across the Sleaford and North Hykeham Constituency will open at 7am and close at 10pm to elect a Member of Parliament. He reminded everybody that they could only vote if their name is on the Register of Electors and they are eligible to vote in Parliamentary Elections. Poll Cards will be sent to all registered electors around 14 November. If registered residents do not receive a poll card or are unsure whether they are registered, contact NKDC on 01529 414155. People can register to vote at the General Election and applications must reach the Electoral Registration Officer by 12 midnight on Tuesday 26 November. A concern over where some residents were leaving their wheeled bins, between NKDC collections, had been investigated and if wheeled bins where stored anywhere on a person’s property, then the District Council had no statutory power to dictate to move them. Wheeled bins where left on the public highways, footways or verge could be regulated by NKDC. D/Cllr Clegg left the meeting at 7:20 pm.

The meeting was declared open at 7:20 pm.

1.Consider the co-option of the individuals who have expressed an interest to be a Parish Councillor.

Action: The Council RESOLVED to approve the co-option of Mr M Pears as a Parish Councillor. Proposed by Cllr Cox, seconded by Cllr Cassidy and approved unanimously. Cllr Pears joined the Council. He signed his Acceptance of Office and handed in his Declaration of Interest form.

2.To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

Cllr Harper and Cllr Tyler were unable to attend and their reasons were made known to the Council. Action: The Council RESOLVED to approve Cllr Harper and Cllr Tyler’s reason for absence. Proposed by Cllr Cox, seconded by Cllr Cassidy and approved unanimously. Cllr Rileys’ absence was again noted. 115.

3.To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests. Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011. The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member. Cllr Pears submitted a dispensation request to discuss and vote on the budget/precept.

Action: The Council, iaw Standing Order 13.e., RESOLVED to approve Cllr Pears dispensation request. Proposed by Cllr Morris, seconded by Cllr Cox and approved unanimously Date of meeting: 4 November 2019 38-2019 116.

The Clerk gave details for the Skyline invoice. This was raised due to emergency work required to repair to the Village Hall roof (loose roof tile and rotten roofing felt).

Action: The Council RESOLVED to approve the payments made since the last meeting. Proposed by Cllr Cox, seconded by Cllr Cassidy and approved unanimously.

b. Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.

c. Approve the bank reconciliation from the previous month.

Action: The Council RESOLVED to approve the bank reconciliation for August and September 2019. Proposed by Cllr Cox, seconded by Cllr Pears and approved unanimously.

d. Consider the quotes for the installation of replacement gates and post at the Bowling Green entrance.

Action: The Council RESOLVED to approve the quote from LP Fabrications for the installation of replacement gates and post at the Bowling Green entrance. Proposed by Cllr Cassidy, seconded by Cllr Cox and approved unanimously.

6.Planning Applications.

a. 19/1451/HOUS – Erection of single storey side and rear extension at 59 Edmunds Road Cranwell Sleaford Lincolnshire NG34 8EP.

No comments or objections from Cllrs present.

b. 19/1310/PNTEL – removal of public payphone - Junction of Cranwell Avenue and Cherry Tree Crescent Cranwell Sleaford Lincolnshire. Only one call had been made in the last 12 months so there were no comments or objections from Cllrs present.

c. 19/1338/VARCON – application to vary condition 3(Access to Baghdad Road) of 02/0772/OUT to allow opening of gates to Baghdad Road between 07:30 and 18:00 Monday to Fridays. - Cranwell Primary School Cranwell Avenue Cranwell Sleaford Lincolnshire NG34 8HH. No comments or objections from Cllrs present.

d. 19/1146/FUL – Erection of bungalow with double garage – land of Sleaford Road. Approved by NKDC 4 November 2019.

7.Receive reports from the Clerk in relation to Council matters.

 • Martin Longland, Hedge Cutting contractor had confirmed he would cut back the hedges at the beginning of November.

• Concern raised by resident over large amount of brambles encroaching over footway into Bristow Estate. Clerk contacted Kier Group who are still responsible for the ground’s maintenance across the estate frontage. Kier have cut back and tidied up the area to the satisfaction of those concerned.

• The SSE reading for both accounts were again ESTIMATES, with the Old School one being overestimated by over 15,000 units. A correct reading was sent and a revised bill was received. The Clerk has asked Utility Aid (who set up the contract) as to why the readings are estimated and why are they so high. A response is still being awaited.

• Poppy Wreath received from Royal British Legion.

• Chairman and Clerk had completed the re-declaration that the current Clerk did not wish to be enrolled into the Workplace Pension Scheme.

• The proposed cheque from the Thrift Shop had been received.

• On Tuesday 15 October 2019, at the request of Council, the Clerk attended the Lincolnshire Association of Local Councils and Annual General Meeting. He had circulated a report.

8.Receive reports from Councillor’s relating to responsibilities and outstanding tasks.

No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made. Cllr Morris

• Cranwell Community Sports Hub are holding and Auction in aid of raising funds for LIVES and CCSH Pavilion to be held in Cranwell Social Club at 7 pm on Saturday 23 November 2019 all welcome (no membership required.

• Village Hall request minimum Posters to advertise their Christmas Fayre on Saturday 30 November 2019 advertising on Facebook and Cranwell Community Pages.

• Earlier in the year it was discussed that a dry box should be purchased to store the batteries for Christmas Tree Lights. Cllr Harper had asked where the remaining batteries where? Cllr Harper also suggested that due to the current small stature of the Christmas Tree a wigwam effect, using canes, to give height for decorating the small tree. Cllr Cassidy believed he had canes of sufficient height.

• Remembrance Day Service Sunday 10th November in St Andrews Church all welcome.

• Newsletter Items for December 2019/January 2020 to me by 20 November.

• She was hoping for an update on the B1429 proposed closure but with no Cty Cllr present again, that would have to wait till the next meeting.

• Cllr responsibility list to be updated at the next meeting. Date of meeting: 4 November 2019 40-2019 121.

9.General Correspondence.

• NKDC email and poster re bin collection over Christmas and New Year. Normal collection Tuesday 24 December 2019 will be collected Monday 23 December 2019 andTuesday, with no change for Tuesday 31 December 2019.

10.Review and amend the following grounds maintenance contracts for the coming tender cycle;

a. Grass cutting on behalf of Lincolnshire County Council

b. Grass cutting on behalf of Cranwell, Brauncewell and Byard's Leap Parish Council

 c. Groundsman duties

d. Hedge cutting.

Action: The Council RESOLVED to approve the amended contracts (a. to d.) , ready for sending out to tender. Proposed by Cllr Cox, seconded by Cllr Cassidy and approved unanimously.

11. Consider the Clerk’s attendance at the SLCC Practitioners Conference, Wednesday 26 February 2020 and Thursday 27 February 2020 at The Grange Hotel and Conference Centre, Kenilworth. Action: The Council RESOLVED to approve Clerk’s travel and attendance at the SLCC Practitioners Conference in 2020, including accommodation for the middle night. Proposed by Cllr Morris, seconded by Cllr Cox and approved unanimously. 124.

12. Speed Indicator Device. Due to the October meeting being inquorate, the Clerk authorised the expenditure of £125 (split 3 ways) for SID to be returned to the maintenance department for investigation. Any additional charges would be presented to Council.

a. Consider the request from Digby PC, to share the use of SID, including a share of any future repair costs.

Action: The Council RESOLVED to approve the request from Digby PC. Proposed by Cllr Morris, seconded by Cllr Cox and approved unanimously. 125.

13.Consider the offer of trees from the Woodland Trust and suitable locations for planting.

Action: The Council RESOLVED to request 30 trees with the sports field being the main beneficiary for the new trees. Proposed by Cllr Cassidy, seconded by Cllr Cox and approved unanimously.

14. Meeting dates.

a. Confirm the date, and location, of the next ordinary meeting. The next ordinary meeting was confirmed as Monday 9 December 2019, starting at 7:00pm, in the Village Hall. This would be for draft budget proposals to be considered for FY 2020-2021. Any expenditure for consideration during the next financial year should be costed and submitted to the Clerk as soon as possible.

 b. Consider the request from the Village Hall booking Secretary to hold the meeting planned for Monday 10 August 2020 in the Committee Room to allow them to accommodate a 3 day booking. Action: The Council RESOLVED to hold the meeting planned for Monday 10 August 2020 be held in the Committee Room. Proposed by Cllr Cassidy, seconded by Cllr Morris and approved unanimously.

The Chairman closed the meeting at 9:00 pm.
