May 2021 Agenda Annual Parish Council Meeting

Notice of the Annual Meeting of Cranwell, Brauncewell & Byard's Leap Parish Council

Dear Sir/Madam,                         

I hereby give you notice that the Annual Meeting of Cranwell, Brauncewell and Byard’s Leap Parish Council will be held remotely at Cranwell Village Hall, Old School Lane, Cranwell Village, NG34 8DF on Monday 17 May 2021 at 7:00pm.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7.00pm there will be a public forum, when members of the public may ask questions or make short statements to the Council.  All Parish Councillors are to attend at this time.

Face coverings are to be worn by all attendees and please maintain social distancing.
County Councillor and District Councillor reports will be received at this time, prior to the meeting starting.

Agenda

1. Election of a Chairman – signing of Declaration of Acceptance of Office.

2. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.

3. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.

Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.

4. Election of a Vice-Chairman.

5. Re-Adoption of Documents:  Standing Orders, Financial Regulations, Code of Conduct, the Annual Investment Strategy, Risk Assessment, Complaints Procedure, Grievance Procedure, Discipline Procedure, Communication Policy, Social Media Policy, Grant Awarding Policy, Bullying and Harassment Policy and the FOI Publication Scheme.

6. Consider the adoption of the following;

a.  Risk Assessment for use of the Village Hall.

b.  Gifts and Awards policy document.

7. Notes of the ordinary meeting of the Parish Council held remotely on Monday 27 April 2021 to be approved as Minutes.

8. Financial Matters

a.  Approve the payments made since the last meeting.

b.  Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.

c.  Approve the bank reconciliation from the previous month.

d.  Audit – confirm acknowledgement of Section 1, the Annual Governance Statements in relation to the Annual Governance and Accountability Return 2020/21 Part 3, page 4 only.

9. Receive a report from the Clerk on matters pertaining to the Parish Council.

10. Planning Applications.

11. New Pavilion.

a.  Update on progress and report on site meeting on 6 April 2021.

12. Consider the confidentiality of email communications between Councillors.

13. Consider a proposal to establish a Parish Database of email addresses to enable regular contact with our public.

14. Receive reports from Councillors on their Areas of Responsibility.

15. Consider the request from a resident to use the Village Hall car park as overflow parking on Saturday 14 August 2021.

16. Meeting dates.

a.  Confirm the date of the next meeting.

b.  Consider re-arranging the date for the September 2021 meeting.
