Notice of an ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council

Dear Sir/Madam,                         

I hereby give you notice that an ordinary meeting of Cranwell, Brauncewell and Byard’s Leap Parish Council will be held remotely via Zoom on Monday 14 December 2020 at 7:00pm.

As the meeting will be held remotely, members of the public and press are welcome to request the access code to “attend” from the Clerk.  Requests to be received by 6:00pm on Monday 14 December 2020.

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

At 7.00pm there will be a public forum, when members of the public may ask questions or make short statements to the Council.  All Parish Councillors are to attend at this time.

              Agenda

  1. To elect a Chairman - signing of Declaration of Acceptance of Office.
  2. To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.
  3. To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.  Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.
  4. To elect a Vice-Chairman.
  5. Notes of the ordinary meeting of the Parish Council held at Cranwell Village Hall on Monday 12 October 2020 to be approved as Minutes.
  6. Financial Matters
  1. Approve the payments made since the last meeting.
  2. Approve the payment of invoices etc. as listed on the Payments to be Authorised sheet.
  3. Approve the bank reconciliation from the previous month.
  4. Approve a rate to repay Councillors for printing expenses etc.
  5. Ratify the agreement to replace/repair the lights at the corners of the bowling green.
  6. Ratify the agreement to accept the quote from Western Power to carry out electricity connection works at the Village Green and the preparatory work by an external contractor.
  7. Request for Councillors to be banking signatory and online banking authoriser for the Parish Council.
  8. Consider and review the draft budget figures in preparation of setting the budget/precept demand in January 2021 for FY 2021-2022.
  1. Receive a report from the Clerk on matters pertaining to the Parish Council.
  2. Planning Applications.

  1. Website.
  1. Consider approval for the printing (content and cost) and distribution of an A4 flyer for the Cranwell Pavilion Project.
  2. Consider approval to publish the website page relating to the Cranwell Pavilion Project.
  1. Receive reports from Councillors on their Areas of Responsibility.
  2. Review Councillors the Areas of Responsibilities with two new Councillors.
  3. Consider the offer for a Council representative to remotely attend a webinar (Wednesday 13 January 2021 - 7:00-7:30pm, re the 2021 Census.  Hosted by the Office of National Statistics.
  4. Confirm the date of the next meeting.
  5. To resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, as amended by Section 100 of the Local Government Act 1972, to discuss the following matters.
  1. Consider the co-option application (if received) to fill the current Council vacancy.
