Cranwell, Brauncewell and Byard’s Leap Parish Council

Minutes of the ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell on Thursday 30 July 2020.

No members of the public were in attendance.

The Chairman declared the meeting open at 7:02 pm.

1.To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.
All Councillors were present.
No elections were requested following the last Notice of Vacancy so Council can now co-opt Councillors for the four vacant seats.

2.To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.
Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.

Cllr Riley declared an interest in minute ref: 45.a. page 19-2020 as her husband is a payment recipient.

3.Notes of the ordinary meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held on Monday 13 July 2020 to be approved as Minutes.
Action:  The Council RESOLVED to approve the notes of the ordinary meeting of Cranwell, Brauncewell and Byard's Leap Parish Council held on Monday 13 July 2020 as Minutes.
Proposed by Cllr Pears, seconded by Cllr Cassidy and approved by a vote of 4 for and 1 abstentions.

4.Financial Matters

a.Approve the payments made since the last meeting.

Action:  The Council RESOLVED to confirm approval of the payments listed above, made since the last meeting.
Proposed by Cllr Harper, seconded by Cllr Cassidy and approved by a vote of 4 for and 1 abstention.

b. Audit – Review of the draft figures of Section 2 of the Accounting Statements 2019/20 for the Annual Return for Year Ended 31 March 2020, page 5 only.

Action:  The Council RESOLVED to approve the figure and accept the Internal Auditor letter of satisfaction with the financial management of the Council finances.
Proposed by Cllr Riley, seconded by Cllr Pears and approved unanimously.

5.Consider the Cranwell Junior Football Club Risk Assessment and consider allowing them to re-start their Club activities.
Action:  The Council RESOLVED to approve the Cranwell Junior Football Club Risk Assessment and the Clerk was to emphasise that any breach would mean permission to use the Old School would be removed.
Proposed by Cllr Cassidy, seconded by Cllr Riley and approved unanimously.

6..Consider a change of day for meetings of Cranwell, Brauncewell and Byard's Leap Parish Council.
Due to longstanding weekly bookings on Tuesday, Wednesday and Thursday evening, the only day available was Monday evening, as the Village Hall Management Committee liked to keep Friday evening/night free for private bookings (parties etc.).
No change to meeting day.

7.Consider the request to hire the senior football pitch by a men’s team.
The Clerk had received an email from a gentleman; “I am the Secretary of newly formed Cranwell FC men’s football team.  Cranwell FC have entered the Lincoln Sunday football league and now have everything in place ready to start the 20/21 season, everything that is apart from a pitch.   They were enquiring about hiring the sport field.  A condition of playing for the team would be all players would be members of the social club.”

Whilst Council would welcome a men’s team, the Clerk pointed out the following;
Use/membership of the Social Club is not for Cranwell, Brauncewell and Byard's Leap Parish Council to grant.  The Social Club is a Members Club and you would have to approach them separately. the Parish Council have a Sports Hub Committee, who are fund raising as hard as possible, looking to raise sufficient funds to replace the current derelict portacabins with a purpose built facility which will incorporate the Bowls Club as well changing facilities for other sports.

There are currently no changing facilities.

There are currently no adult toilets.  The Juniors did have use of the Old School (pre-school premises) but that is being reviewed under COVID-19 measures.

After having a pitch to play on, I would imagine these are a pre-requisite for entry to the league, so not sure if Cranwell, Brauncewell and Byard's Leap Parish Council can help at this time.  I will happily take the request to Council but please do bear in mind what they can’t offer at present.
