Minutes of the ordinary meeting of Cranwell, Brauncewell & Byard's Leap Parish Council held at Cranwell Village Hall, Old School Lane, Cranwell on Thursday 13 August 2020.

No members of the public were in attendance.

The Chairman declared the meeting open at 5:02 pm.

1.To receive apologies for absence and reasons given i.a.w. Local Government Act 1972, Sch 12, para 40.
Cllr Riley was unable to attend and her reasons were made known to Council.
Action:  Council RESOLVED to approve Cllr Riley’s reasons for absence.
Proposed by Cllr Harper, seconded by Cllr Pears and approved unanimously.

2.To receive declarations of interest and to consider applications in relation to Disclosable Pecuniary Interests.
Disclosure of pecuniary and non-pecuniary interests is to be in accordance with the Localism Act 2011.  The need for disclosure is to be based upon agenda items, or at any suitable time during a meeting when it becomes apparent to a Member.

Cllr Cassidy declared an interest in minute ref: 4.b.

4.Financial Matters

  1. Approve the payments made since the last meeting.

c.Approve the bank reconciliation from the previous month.

Action:  The Council RESOLVED to approve the bank reconciliation.
Proposed by Cllr Harper, seconded by Cllr Pears and approved unanimously.

d.Consider the quote to replace the electric meter cabinet by the portacabins.

Action:  The Council RESOLVED to accept the quote from Secrufen.  work to be competed when they carry out the work on the tennis court fencing.
Proposed by Cllr Morris, seconded by Cllr Harper and approved unanimously.

e.Consider the cost to have a tree survey carried out by NKDC and confirm which trees required checking.

Action:  The Council RESOLVED to approve NKDC carrying out the tree survey on the trees on the Sports field, village Green and Garden of Remembrance, up to a value of £200.00.

5.Planning Applications.

  1. 20/0893/HOUS | Proposed single storey extension and alterations | 2 Selvayns Drive Cranwell Sleaford Lincolnshire NG34 8EN.

Council are aware of significant water flow concerns during inclement weather caused by the continual approval of hard surface extensions but have no specific objections.

  1. 20/0937/HOUS | Single storey rear extension to replace existing conservatory | 43 College Road Cranwell Sleaford Lincolnshire NG34 8DL.

No objections or comments.

6.Consider allowing Cranwell Parish Social Club to have use of a marked area (size to be confirmed) to use as an outside area, should they wish to apply for an amendment to their Club Premises Licence 32UE/L2404, to allow for outside consumption of alcohol.
Action:  The Council RESOLVED to approve Cranwell Parish Social Club being granted use of an area of the car park (size to be determined) as an outside drinking area.  The area would be from the entrance door, along the front of the building to the rear yard fence.
This is subject to the Social Club successfully applying to amend their current Club Premises Licence 32UE/L2404 to allow for outside drinking.
Proposed by Cllr Harper, seconded by Cllr Cassidy and approved unanimously.

 

7.Update from Cllr Pears on the new Parish Council website and his recent training.
The link to the new site is :- https://cranwell.parish.lincolnshire.gov.uk

It is now live, and Cllr Pears will be adding to it steadily over the coming weeks and months.  It is hoped to make this website the information hub for the whole Parish with links to everything that is going on so he urged everyone to pass on this link to as many people as possible, particularly links to local groups and organisations. 

Initial ideas for content are:

Council group photograph, individual Councillor photographs, a list of Councillors – areas of responsibility. photograph with a synopsis of life experience ?

Council matters;

Agendas for all meetings – advance notice of agenda at next meeting;  Minutes (when approved) of all meetings – present and past;  news item shortly after a meeting to summarise what was discussed / agreed;  Annual governance statement with figures;  copy of insurance Certificate;  documents to show Policies and Procedures of Parish Council (gleaned from old website and other council’s sites).

Then Parish matters;

Village Hall – hiring details;  Playgroup details;  School Events;  Calendar of Village Events – dates, times etc;  Social club – coming events;  Church news;  Links to “Useful websites” – local government etc;  Waste Collection info;  Planning applications – with links to NKDC portal;  details of all local clubs and societies with events, news etc provided by members;  Picture Gallery of Village.

8.Confirm the date of the next meeting.

The next meeting was confirmed as Monday 14 September 2020, at 7:00pm, in Cranwell Village Hall.
